WPCYO Eligibility Rules

We are pleased to share the updated WPCYO Eligibility Rules for the 2019/2020 CYO Season. Having uniform and consistent eligibility rules, together with better enforcement, will lead to a more balanced league. As such, it’s critically important that you take the time to read and understand all of the eligibility guidelines.

The Commissioners and the members of our newly formed Rules Committee have been working hard in the off-season on standardizing our eligibility regulations, trying to address as many situations and scenarios as possible. We would like to thank the following Parish Coordinators for their work on our Rules Committee, as their passion and input was an invaluable part of the process: Anthony Cacciola, IC Tuckahoe; Greg Doyle, IHM Scarsdale; Elvis Grgurovic, St. Patrick’s Armonk; OJ Sanchez, Holy Family New Rochelle; and Ken Walsh, Holy Name Croton.

As you review the guidelines, we wanted to share some insight into the process:

Why did we update the WPCYO Eligibility Rules?: We realized there was ambiguity with the guidelines, and different Parish Coordinators had different interpretations of the rules. Having a set of clear and consistent rules will help to eliminate confusion, and help put an end to any misinterpretation of the rules.

What is the objective of the WPCYO Eligibility Rules?:  The WPCYO eligibility rules support the mission of CYO: to provide the highest quality programs…based on integrity, fair play and the right of all individuals to participate. Our goal is to offer a fun and competitive league, with a fair and even playing field.

Are these new rules?: For the most part no, with these guidelines we're looking to clarify, not change the rules. In fact, these are not only the rules for WPCYO, but are consistent in all programs across NY CYO…we worked with other league Commissioners during the process, and the eligibility rules have been approved by the Archdiocese.

What is changing?: We have two important changes for this season:

  1. Under Catholic Parish Players, Rule 6 - If no program or team exists in a parish, the player may participate on a team of an adjoining parish with authorization from the CYO County Commissioners. What’s new is Catholic players will not be counted as an exception on the assigned team. This change will allow more kids to play, and will now be adopted across all the CYO leagues! 
  2. Under Rosters, Rule 6 – As we indicated in an earlier note, we are expanding the criteria in regards to teams moving up, any team with a .500 or better record that was associated in any way with the playoffs the previous season, must move up to the next highest division this season. By having a more robust B division (with playoffs), and a more balanced C division, we’ll help create a more competitive and balanced playing field and reduce unnecessary blowouts. We’re asking for your help in placing teams in the right divisions, and you’ll be receiving more details in the next few days.
